Guidance for safe and effective perpetrator programmes: Article 16 of the Istanbul Convention

A comparative study and recommendations on programmes for perpetrators of domestic and sexual violence

This research study was produced in the framework of the Council of Europe project “Ending Violence against Women: multi-country programme” (2022-2025). Its content was developed by Sandra Jovanović Belotić and Berta Vall from the European Network for the Work with Perpetrators of Domestic Violence, and Kieran McCartan, from the University of West England, Bristol. The published version of this study was prepared with the support of the Council of Europe Secretariat of the Monitoring Mechanism of the Istanbul Convention, under the co-ordination of Valentine Josenhans, Project Officer. Valuable inputs were provided by the Council of Europe Children Division throughout the drafting process of this publication. This study would have not been possible without the participation of the members of the European Network for the Work with Perpetrators of Domestic Violence and of the Confederation of European Probation, whose representatives participated in the survey and interviews conducted in the context of this research project.
